From their expressive eyes, to their long tendrils of hair, to the distinctive style of hair, to the soft tiny tendrils by their ears - Usagi and Cosmos are almost identical. Why would Naoko draw another woman to look almost exactly like Usagi and have her say so many things that lead you to believe that she IS the ultimate form of Sailor Moon - unless of course she IS the ultimate form of Sailor Moon. Naoko uses 'Are you the ultimate form of Sailor Moon' pretty much the same way she uses what Mamoru says in volyme 11 when he says 'Sailor Moon, so it was you?' when he talks about who the Messiah is. In both cases the answer is clear - YES. Below are a several images I found of Usagi and how MUCH she looked like Sailor Cosmos in order to prove that Naoko wouldn't just draw them to be different people - she meant them to be the same.
 
They look EXACTLY alike here except Cosmos on the left has a STAR on her head and Usagi a moon but both have the same hair piece, both the same hair style, both from the nape of the neck up the hair is pulled right, same eyes, same expression. |
